Through the examination of the decision made by the Court of Final Appeal of Hong Kong Special Administrative Region in the "Congo (DRC) Case" to request the Standing Committee of the National People's Congress to interpret Article 158 (3) of the Basic Law of Hong Kong Special Administrative Region, this article analyzes the jurisdiction of courts of special administrative regions over cases involving the function and power of the Central Government. It points out that the Standing Committee of the NPC has made the optimal choice by resolving the dispute through interpretation of the Law before the final judgment was delivered by Hong Kong Court of Final Appeal and the interpretation solved the legal question raised by the Court.
