The current situation of development and construction of Heilongjiang industries and industrial zones are firstly analyzed and evaluated. The result reveals that the industries in Heilongjiang Province maintained a rapid speed of development in 2011 which successfully promoted the construction of the provincial key zones and facilitate a further optimization of the industrial structures. On such basis, and in comparison with relevant industrial zones in China, it is concluded that the industrial zones in Heilongjiang Province is of small-size, low efficiency, and growth and functions need to be enhanced. According to the Province's objectives of economic and social development and plans of the zone development, development strategies are proposed such as improve the overall efficiency of industrial zones, reinforce the brands of the zones and construct platforms. <<
