By analyzing the basic situations of the two provinces and advantages and disadvantages of the joint establishment of industrial parks by Heilongjiang and Zhejiang provinces, we evaluate the significance of this joint construction. A comparative study is conducted against some typical industrial zones to compare their cooperation patterns of joint construction of zone between governments, the strategic positioning, industrial organization, operation mechanism and policies, etc. On this basis, we design the cooperation patterns and operating systems, the strategies and functions for the establishment of the joint construction of the industrial park between Heilongjiang Province and Zhejiang Province. To enhance the regional advantages of the industrial park, reduce the cost of economic activities and to create conditions for the development of industrial organization and clustering, policies and policy framework are recommended for the governments to jointly construct the industrial park between Heilongjiang Province and Zhejiang Province.
