There have achieved significant results of Henan's promoting the economical and intensive utilization of land. There are deficiencies, mainly including: failure to break through fetters of the extended development model; failure to build the perfect land requisition procedure; failure to form a reasonable process in the formation and allocation of the land revenue, etc. There are causes of challenges, mainly including: interest drive from local government in land use and economic development; connotation of "public interest" not be clearly defined; extreme lack of organizational resources to vulnerable groups, etc. There are focal points of policy innovation, mainly including: total optimization of the land plan; equitable approval mechanism; compensation mechanism of impartial "public interest"； urban and rural land asset management mechanism; scientific law enforcement and regulatory tracking mechanisms, etc. <<
