The support of the government is an important guarantee on the success of the transformation and upgrading of NGEs.It is found according to the survey that, many problems exist in the process of government promoting the transformation and upgrading of NGEs.These problems are harmful to the transformation and upgrading of NGEs, including the discrimination of the entrance policy on the NGEs, which is harmful to fair competition, the imperfect incentive mechanism of technologic innovation, which impedes the innovation impulse of the enterprise, the lagged construction of financing platform and the deficient government regulation and service.Additionally, the relationship between the government behavior and the transformation and upgrading of NGEs is empirically studied, which proves the existence of these problems.Finally, policy recommendations are suggested to promote the transformation and upgrading of NGEs. <<
