The civil organizations in China have currently taken initial shape but lacked comprehensive strength and the development foundation is weak and far from satisfying the demands of the economic and social development. To construct the system of the civil organizations, the cultivation and support of the civil organizations need to be reinforced. At present the civil organizations in China are fostered by nine policy instruments including the purchase of services, fund support, incubation, voucher system and etc., which have brought about differences among the targets, types, coverage areas, level of difficulty and effects of policy. To achieve the expected results, diverse policy instruments need to be employed based on the cultivation and support of the civil organizations, and in the mean time, the transformation of functions and separation of government from social organizations should be speeded up to establish a good foundation for the development of social organizations. <<
