通过分析和比较有关社区公共服务的各种定义，本文在引入公共服务层级体系、辅助关系、互补关系等概念的基础上，第一次清晰地界定了社区公共服务，明确了社区公共服务体系的内外部分工，从而使社区公共服务成为在政策上具有可操作性的概念。
