China’s modernization process，has undergone a reform from economic system to political system and then to social system，which is an inevitable requirement of historical development.In the social system reform，the changes of government functions and the development of civil society are inevitable.In the construction process of public service-oriented government，there is a partnership between the government and the civil society.Currently，as an autonomous grass-roots community organization，there are many difficulties in the development of community residents’ committee.This paper is based on the grass-roots experience of Hangzhou，trying to show the positive interaction between the government and the development of civil society.
