Since reform and opening up for 30 years，urban and rural economic and social development in China have made great achievements.However，in the beginning of the new century，some deep-seated contradictions restricting our further development began to highlights with the further promoting of industrialization and urbanization.Chongqing was established as the national synthetically reform of rural and urban pilot city in this context，so “land bills” system Chongqing launched is undoubtedly the largest bright spot in this reform.This article put the emphasis on introducing the operation of “land bill” system since its implementation and its influence on Chongqing real estate and related aspects，and makes a further prospect assumption of its further development.
