A good work has been accomplished in population and family planning of Guangzhou City in 2010 with respect to resolving the population problem as a whole based on stabilizing low birth. In 2011，the work in population and family planning of Guangzhou City，along with building a resourses-saved and environment-friendly society，will focus on the establishment of the population-balance society according to the thought of “centring on one goal，stabalizing the six mechanisms，and advancing the working proficiency in eight aspects”. And by promoting the balance in development between population and social economy and resources environment，a good balance will be initially achieved accordingly between the quantity and quality of population，together with a better population structure and a reasonable distribution in population.
