By field investigation to demanders，providers and managers of reproductive health public services （RHPS），the authors conducted a systematic analysis on the development statuses and problems of RHPS to provide policy advices on RHPS system optimization in Guangzhou city. It was found that community residents had both lower levels of RHPS utilizations and confidence to community health services centers （CHSC）；the RHPS provided by street family planning stations （SFPS） were too simple to match community residents’ needs of reproductive health；departments of health and family planning constructed RHPS system separately，not on a cooperative mechanism. It was suggested that dominated by community health services system，the government should integrate health resources and services of CHSCs and SFPSs to construct a community-oriented RHPS system，so as to meet the increasing demands on RHPS of residents in Guangzhou city.
