On January 31 2010，State Department issued Central 1^st Document “Some Opinions on attaching Greater Importance to Planning Urban and Rural areas for Balanced Development and Further Strengthening Agricultural and Rural Development Foundations”，for the first time using the notion of “new generation migrant workers”. The document calls for pertinent measures to solve the problems of new generation migrant workers，citizenizing new generation migrant workers. This research report looks at a comprehensive grasp of fundamental conditions，interests and demands of Guangzhou new generation migrant workers，providing support for better understanding and solving problems in particular for development problems of new generation migrant workers in Guangzhou. It also brings forward practical advice and recommendations on gradually offering citizens’ treatment to new generation migrant workers，and removing obstacles on the development road of new generation migrant workers，all for the perspectives of better development of new generation migrant workers.
