To add the social work for disabled into “Huimin article 66” issued by Guangzhou municipal government，to improve the quality of service in the work-rehabilitation centers，and to change the current inefficient situation of the work-rehabilitation centers，it urgently needs social workers to be involved. So，we propose to set social work position in more than 160 Work-rehabilitation centers in Guangzhou step by step，by purchasing social service by the government within 3 years. And we will authorize professional institutions to implement after professional trainings under supervision with strict access system. On the basis of experience and assessment，social work will be gradually promoted in all streets in Guangzhou.
