This paper considers that cultural development is one of the ultimate goals of social development；the development of cultural industry is an important force to promote economic transformation.China is now in the new historical stage of promoting the transformation of development mode，thus we must recur to the development of cultural industry，vigorously promote the reform of cultural system，strengthen the demonstration applications of cultural science and learn from the successful experience of economic reform，in order to promote the transformation of cultural development mode and social development mode.
