Based on a survey of the living conditions of the special groups including the migrant workers and their children who live in Guangzhou,the disabled young people,the community correction,and youth in poverty,the paper describes the care services provided for these special groups,and in particular,the progression of professional services to them.The study reveals that all related government departments in Guangzhou cooperate to advance the social policies and practices in special care and services,and thus Guangzhou has been ahead of the other cities in China,seeking to establish the service system for youth,characterized with the service purchased by government and organized and provided by society. <<
