The 18th CPC Congress set forth the target of "facilitating and realizing higher-quality employment", which raises higher requirement for improving human resource market and employment service system. In the human resource market, labor force and enterprises are major supply-demand players. And the human resource service industry is the carrier of human resource market, including two sections, namely, public employment service and private employment service. The development of human resource market in China began to boom when the country adopted the reform and opening up policy more than 3 decades ago. After 30-year expansion, China has initially established the multi-level and diversified human resource market service system focusing on both public service and operating service and including various kinds of human resource service organs. human resource service industry, as an independent service sector, is now playing a more important role in economic and social development. But on the other hand, because human resource service industry in China is only in the startup stage, some problems are seen in it. To ensure healthy development of human resource service industry and provide service for realizing higher-quality employment, the thesis mainly introduces the development of overseas human resource service industry, makes comparison and analysis from the global perspective and absorbs some experience suitable for China.
