The international structure is currently undergoing profound and complex changes demonstrated by phenomena that the developed economies display trends of decline, US is attempting a strategic readjustment for "reentry into the AsiaPacific", the West Asia and North Africa both seem uncertain and murky, and the challenge to regional security becomes increasingly severe. Upholding the "Shanghai Spirit", Shanghai Cooperation Organization (SCO) constantly braces for new challenges and has reaped abundant achievements after more than a decade of healthy development. In the first year of the new decade, the Beijing Summit opened up a new phase in the development of SCO, formulated a new plan for development, and witnessed a more stable structure, a more pragmatic cooperation, and a clearer direction which combine to push the development of SCO on a fast track with a broad prospect for development in face of new opportunities.
