2009年12月在哥本哈根召开的世界气候大会,对于《京都议定书》一期承诺于2012年底到期后如何应对未来气候变化进行了艰难的协商和激烈的辩论,由于各方分歧严重,会议未能就《京都议定书》第一承诺期2012年到期后全球如何应对气候变化达成一致并签署有关协议。会议产生的《哥本哈根协议》因没有获得所有国家的通过并不具有法律效力。虽然多数国家承认该协议有积极的方面,但对成果内容之有限感到不满和失望。进入2010年后,为了能在年底的坎昆会议上取得成果,各缔约方进行了艰苦的谈判与准备。
<<During the UN Copenhagen Climate Change Conference in December 2009,after very difficult negotiations and fierce debates,as the Kyoto Protocol was approaching its 2012 expiration,the related parties failed to reach a new agreement on global joint actions against climate change. The final outcome of the conference,the Copenhagen Accord,was not passed unanimously,so it is not legally binding. Although most countries recognize the positive aspects of this document,many countries are dissatisfied and disappointed with the limited results of the conference. In order to make progress in Cancun(Mexico)in November 2010,the participating countries have carried out much preparatory work,including participating in four rounds negotiations.
