With the rapid development of information and network technologies,cyber-space has posed more new security challenges to nation-states,namely in terms of cyber-crime,cyber- terrorism,hacking,cyber-warfare,and so forth.Cyber-security issues have become a top concern on governmental and international agendas;both the U.S.and Europe have formulated and strengthened their national cyber-security strategies to protect critical facilities and infrastructures,while some international organizations have also enhanced cyber-security cooperation among their members.Cyber-security will be a common threat to all countries,demanding global cooperation and global initiatives.However,global cyber-governance has a long way to go before international norms will be established. <<
