From the perspective of global security, the issue of water resources is closely connected to issues related to human health, food security, and sustainable development,as well as international and domestic security. With the growth of the global population and the increasing demand for food, the current shortage of water is becoming increasingly serious.Due to extreme scarcities of water, the Middle East,North Africa, and other long-term unstable areas have become more vulnerable. The activities of the UN "Water for Life:—The International Decade for Action(2005-2015)" marks a new stage in global water governance. In 2012,there were several important global water-related activities, including the issuance of the latest UNWorld Water Development Report, the celebratory activities for World Water Day 2012,entitled "Water and Food Security," the Sixth World Water Forum, and the water agenda for the UN "Rio +20" conference.Global actors at all levels are placing more emphasis on water-related issues and have promised to take further action to promote effective water management and global water governance.
