Lee Myung-bak’s government had been vigorous in promoting moves such as the“5+2”Project of a Widened Economic Circle，the Construction of Sejong City and the Restoration Project of the Four Major Rivers in an effort to address the major social issues of uneven development between rural and urban areas，between capital circle and non-capital circle areas，between the developed and underdeveloped areas，etc. The government had also made these the key parts of the strategy of Balanced Regional Development.
