The accelerated adjustment of international relations pattern and rising status of Latin America provided more opportunities and choices for Latin American countries to pursue a more independent and diversified diplomacy. Latin American foreign policy toward the U.S. was increasing independent while the United States' influence on Latin America went further down. Regional integration cooperation became priority objective of Latin American countries and made progress. At the same time, Latin American countries strongly promoted the foreign policy of diversification, actively developed relations with countries outside the region, such as the European Union, Russia, Asia-Pacific, Middle East and Africa. Multilateral diplomacy was also increasingly becoming the diplomatic means of Latin American countries, in particular, Brazil and Mexico, improving their international status and participating in global governance. However, fragmentation further featured in regional integration cooperation, affected by the political dispute between the Latin American countries, developmental difference and geo-political competition. Some problems, such as territorial disputes, trade protectionism, economic nationalism, domestic politics, as well as international political and economic uncertainty, posed some challenges to independent and self-governed foreign policy.
