During recent years，some countries in Latin America and the Caribbean have adjusted their respective foreign policies on energy cooperation in varying ways. However，all of them have chosen to strengthen or maintain state control over oil and gas resources as the objective of policy adjustment and attracting foreign investment remains as an unchanged goal of their energy polices. As leftist governments in Latin America have kept adjusting energy related tax rate，amending regulations，modifying terms and conditions of relevant contracts，investment risk has been raised and consequently，investment recovery period has been prolonged. First steps have been made in Sino-Latin American energy cooperation. Notwithstanding，the development of this cooperation shall not only take into account short-term operation risks，but also view the cooperation potentials from a strategic perspective while getting prepared against strategic risks.
