Developing direct investment in the US by Chinese enterprises is of great significance to the general Chinese economy and individual enterprises. Despite the growth during the past few years, direct investment in the US by Chinese enterprises is comparatively meager, which is largely resulted by the project-approval environment inside the US. In such an environment, the core role is respectively played by the Committee on Foreign Investment in the US (CFIUS), the Congress and the President. Other players include local and municipal governments, business groups in concern, mass media and the public. Motives of all these players are two-fold: 1. policy motives, that is, motives without apparent politicization. National security inspections imposed by CFIUS on foreign direct investment are conducted in accordance with Foreign Investment and National Security Act (FINSA). 2. Political motives. Players other than CFIUS, out of economic, military and strategic concerns, act to impede direct investment by Chinese enterprises based on undemonstrated risks of national security. To improve the project-approval environment, lobbying is the most efficient and positive method. Chinese enterprises should lobby in ways tailored to each player and motive, thus minimize negativity in the environment.
