Since the collapse of the bubble economy, Japan has been in the process of economic restructuring, which are mainly embodied in the transformation from the traditional manufacturing industry to the "financialization", "securitization" and "service-orientation" in industrial structure, return on capital in enterprises declines, while the internal capital increases in big businesses. Japan's industrial restructuring has brought about the widening gap between enterprises, the centralization of the urban population, the depopulation of local population, industrial "hollowing out" as well as many other new problems like frictions with Asian countries. Japan should introduce the new policy to get rid of the economic downturn as soon as possible, give full play to the advantages of abundant funds and technical advantages, make more contributions in the integrity of East Asian infrastructure construction and environmental protection.
