Russia is one of the primary energy resources countries and its unique energy resource base is a cornerstone to promote its energy diplomacy for maintaining global energy security. As the major exporter of energy in the world, Russia and its economic growth in the future are still heavily dependent on energy exports. The second presidential period of Putin will promote the construction of the Eurasian Union, deepen the collaborations within the framework of SCO energy cooperation, give priority to strengthen the Sino-Russian strategic partnership of energy, and open Northeast Asian energy (oil and gas coal) market as a comprehensive implementation of the "eastward shift" strategy deployment. Central Asia as a collision zone is the intersection of China, Russia and the U.S. with their national interests and policies. After the disintegration of the Soviet Union, large Caspian oil and gas fields considered as the "Second Middle East" were found, following the Gulf region and being thought another major supplier of the world's energy in the 21st century. The United States aims to implement the Ba-Jay pipeline to break Russia in Central Asia-Caspian oil monopoly. However, Russia of course tried to maintain its dominance. China, as a close neighbor of the Central Asian countries, also believes that onshore oil and gas pipelines in Central Asia are crucial national energy imports sources. Thus, China pushes its Central Asia gas pipeline, Kazakhstan oil pipeline project steadily.
