This paper sets the guiding ideology，work objectives，governing body and implement steps for Guangzhou’s processing trade transform and upgrade promotion. It establishes working practices from the perspectives of setting supporting policies，nurturing the distinctive industrial park，optimizing the structure of foreign investment and developing modern productive service industry，and puts forward specific requirements for the work.
