This report mainly addresses the overall development thought of Zengcheng in the 12th five-year period，i.e. the “overall positioning” is to construct Zengcheng as Guangzhou eastern comprehensive gateway function area；the “two strategies” are to implementing of development zone driving strategy and principal function region deepening strategy；the “three engines” are to fulfill the industrialization，urbanization and regional integrity；the “four measures” are to construct Guangzhou eastern modern industries new zone，PRD ecological livable new town，Guangzhou eastern innovative and entrepreneur talent new Accumulation area and Guangdong provincial urban and rural area comprehensive coordination reform and demonstration area；and realize the “ultimate goal” of constructing happiness Zengcheng.
