During the period of industrialization and urbanization, China has sustained steady and rapid growth. However, due to the slow pace of structural adjustment and the limitation of environmental capacity, the unbalanced development, uncoordinated progress, and unsustainable growth become urgent issues which must be addressed at this stage. From 2011 to 2012, the overall situation of China's environment is far from satisfactory. The surface water system is slightly polluted in general, near shore marine pollution is still at a significant degree, and the overall air quality in urban areas keeps at a stable level. The whole society pays great attention to environmental pollution in rural areas and the frequent occurrence of mass disturbance relating to environmental issues. Under the background of the revision of Environmental Protection Law, the strengthening of environmental protection in rural areas, and the rising of Not-In-My-Back-Yard movement, improving the promulgation of environmental protection and enhancing the capacity of public opinion analysis become the new research agenda in the domain of environmental regulation.
