Since the Eighteenth National Congress of the Communist Party of China was held in 2012, the strategy of a country with a large pool of competent professionals has been boosted strongly; talents work and innovation have been speeded up; the foundation of all kinds of talents growth has been continuously consolidated; special talents zones construction, talents internationalization, talents development in Mid and West China, talents employment and talents statistics, etc., all these have been paid high attention to be done with remarkable achievements. What should not be ignored is that there are still some direct or indirect factors hindering the role on cultivation and use of talents in China's personnel management system, education system, talents evaluation system and the social security system, tax system, administrative system, etc. The relative departments need to draw great attention to them, shall continue to deepen reform, and create a good environment for talents' growth, to lay a solid foundation for realizing our dream of a country with a large pool of competent professionals
