The Report to the Eighteenth National Congress of the Communist Party of China states that a strategy of innovation-driven development shall be implemented. From the perspective of international development experience, High-Tech Parks are the place where scien-tech innovation concentrates, are the driving force of national innovative development. The author analyses regional innovation networks of typical High-Tech Parks around the world, such as the Silicon Valley in the U.S., discusses what Chinese experimental zones for the reform of talent management can learn from the experience of those High-Tech Parks regarding constructing regional innovation networks, so that through building Chinese experimental zones for the reform of talent management, the strategies of regional innovative development and innovative nation construction can be better achieved. <<
