The enhancement of peasants' human capital which adapt to urban development plays a key role for the advancement of citizenization of peasants. The analysis of evolution path shows that the enhancement of the human capital will open a system of citizenization of peasants which is a benign accumulation and spontaneous circulation. When the system, "the enhancement of human capital", is used in reality, it will face many difficulties. After the summary of these problems and difficulties, some targeted policy recommendations were put forward. <<
