Gender-sensitive budgeting pays special attention to the gender-sensitive factors during the budgeting process and different impacts of the budget on men and women so as to reduce discrimination against women and other vulnerable groups. During the Jiaozuo experiments of gender budgeting，there were challenges in areas of long-term and short-term coordination of outcomes the experiments，the integration of public policy and gender budgeting，and the promotion of the experiments across regions. The experiments show that gender budgeting in China should drive on“double-wheels”with respect to the actual budget and the budgeting process and proceed with design from top of both the institutional rules and the operational mode.
