In 2008，the Central Party School Center for Research on Women undertook the project of“Gender Equality Training and Action Research among Cadres”authorized by the National Population and Family Planning Commission of the P.R.C.. This project appointed Dengfeng city in Henan Province as the first pilot region. Starting from the revision of village rules and pacts，this project actively explored the effective ways to change the son preference for promoting gender equality. It also explores the keys to dealing with the imbalanced sex ratio at birth and to protecting women’s land rights. It has made apparent achievements.
