In order to strengthen and promote studies and actions on anti- violence against women in Chinese society，All-China Women’s Federation（ACWF）and United Nation Population Fund（UNPF）cooperated to establish a pilot area in Liuyang city and Chengde County in 2008. This area symbolized the successful establishment of formal working mechanism，which is government-led in a multi-departmental cooperative manner. In this pilot area，hotline service has been utlised as referral platform and the first-asking-responsibility principle has been adopted to work against violence against women. Along with proposing the first resolution to officially prevent and suppress violence against women in China，the pilot area also took the rate of violence against women into consideration when evaluating local cadres’performance. This helps to decrease the rate of violence against women in the area.
