The current constitutional reform in Philippines is an important political project which is pushed by the upsurge of the international constitutional reform. It is not only the inevitable requirement for the Philippines government to tackle the corruption and to stabilize the political situation，but also the need for maintenance of the national unity and promotion of economic recovery. The ruling and opposition parties have formed a broad cross-party consensus on the necessity for revising the constitution，but the parties have yet to reach an agreement. on specific content of the constitutional amendment and the amendment procedure. The constitutional reform is no longer just confined to the content of individual sporadic questions. but includes broader range of issues.
