In recent years，NGOs have become important social power in Thailand. Through the description and analysis of the social background of Thai NGOs’ rising，NGOs’ organizational characteristics and NGO movement’s strategy，the author points out that Thai NGOs play a key role in integrating interests of different social classes and helping the state to realize good governance；there has formed the situation of mutual empowerment between the state and civil society.
