After the Cold War，great progress has been achieved during the process of constructing multilateral security cooperation regime in Asia-Pacific. The motives，plans and practice of big powers in Asia-Pacific and the ASEAN will deeply affect and shape the security regime building process in the future. The prospect of the multilateral security cooperation regime building is ambiguous，while China’s participation can contribute to accelerating the security regime building process.
