Since the international financial crisis broke out，Henan province has more actively tried to promote the healthy and rapid development of industrial concentration area，keep optimizing the allocation of resources and provide guidance for the project in accordance with the layout of leading industry，it has basically formed a trend of intersecting development structure initially rendering，structural quality steadily improving and cluster characteristic gradually highlighting. Meanwhile，the dominant industry development in the industrial concentration area still has some issues，for example，the quality of industrial development needs to be improved，the overall ability of independent innovation is relatively low and the difficulty in industrial chain integration is still large. Therefore Henan province should continue to insist on the development strategy of promoting the development of leading industries in industrial concentration area from gathering up to cluster，gradually making major changes of industrial development from industrial gathering to industrial cluster，from emphasizing the scale expansion to improving the product quality，from attaching importance to investment to innovation，from Government-led to market-led，and from competing on growth to transformation etc.
