2013 is the first year when Henan province fully implements the spirit of the CPC’s 18th National Congress.2013 is also an important year when Henan province began constructing the core area of grain production，central plains economic zone and the economic comprehensive experimental area of Zhengzhou air harbor，which were projects approved by the central government.In this year，in Henan province，The Party committee and the government persist in the ruling position of the scientific outlook on development in the process of the economic and social development，make great efforts to build a strong、civil、safe and beautiful Henan，and focus on adjusting the structure、transferring the mode、promoting the reform and benefiting the people’s livelihood，which has promoted the sustainable development of economy and society in Henan.However，the basic Provincial conditions that we have a large population and a weak economic foundation，and the social undertakings are lagging behind，has not been completely changed，there exist some difficulties and obstacles to solve urgently in the progress of development，and Henan is still at a critical period to overcome difficulties and transfer deeply.Livelihood issues such as education，employment，health care，income distribution，social security etc.are still rather serious，institutional reforms in the social domain have not achieved major breakthroughs，the supply of basic public services is unequal between urban and rural areas，and therefore it is a long-term and arduous task to achieve social equity and justice.More and more social conflicts and risks make the social governance more difficult，with the fast rise of an aging population the province faces the pressure of an aging society，and the situation in the fields of ecological environment and public safety etc. are very serious. The basic status quo that the social undertakings are wholly lagging behind is still the key factor to restrain the harmonious development of economy and society in Henan.The Third Plenary Session of the 18th Central Committee of the Chinese Communist Party convened on 9th November，2013，which was an very important meeting at a time when our reform and opening-up enters upon a new and crucial stage.The Decision of some major issues that the Central Committee of the Communist Party of China fully deepens the reform has been passed，which made a comprehensive programme for fully deepening the reform in the new historical starting point.The Decision has put forward strategic focus，the highlights，working mechanism，propulsion mode and time management，and formed some new major breakthroughs on the reform theory and policy. The Decision offered a comprehensive programme for social development whose main contents are to better ensure and improve people’s livelihood，to deepen social system reform，to promote the system innovation in the social domain and to form the scientific and effective social governance system.The Decision is a programmatic document to guide people on how to fully deepen the reform in the new situation.2014 will be an important year for fulfiling the spirit of the 18th National Congress and the strategic programme to fully deepen the reform by the Third Plenary Session of the 18th Central Committee of the Chinese Communist Party，and also will be a crucial year to build central plains economic zone. The main tasks before Henan to realize scientific development and quicken social development are to transform social development modes，energetically improve people’s livelihood，deepen social system reform，promote social equity and justice，make great efforts to solve the difficulties in the social development，quickly form the scientific and effective social self-organizing system and improve the qualities of economical and social development in the entirety.
