In recent years，with the rapid advance of urbanization process，the harmony degree between urban and rural areas has been increasing. As an important safety net of social security system construction of harmonious society system，also must with it transformation and upgrading. But looked from the present situation，the separation of urban and rural dual system obstacle，especially social security，land，household registration，social governance system reform lag，the rural labor force，land assets and other factors of production can’t really reasonable flowing between urban and rural areas，to achieve the optimal allocation of resources，seriously hindered the factors of population agglomeration process. In this case，we should accelerate the reform of the system，through the balance urban and rural social security system adjustment and improvement，to adapt to the new urbanization strategy，to build a well-off society in an all-round way in 2020 to provide institutional guarantee.
