In recent years，Henan people’s livelihood construction continued progress，its mainly embodied in the“people’s livelihood project”effect is significant，employment and income distribution situation gradually improved，the social security system gradually perfected. In spite of this，due to various reasons，the Henan people’s livelihood construction also faces some prominent problems and social risks need to be resolved. In order to resolve outstanding issues on the construction of people’s livelihood，Henan province should be to carry out the mass line education activities as an opportunity，actively promote the construction of the central plate culture，continue to speed up the pace of social organizational reform，vigorously develop social undertakings，to formulate and implement the scientific，reasonable，fair social policy as soon as possible.
