Public employment service is one of the duties of the government. In the process of rapid development of urbanization，rural labor’s employment services become the litmus test of government’s public service functions. Henan province is abundant in rural labor force，employment is difficult，and has urgent demand for the public employment service. Therefore，improving the public employment service system，enhancing the capacity of employment services，become the foundation of bearing the harmonious development between urban and rural areas.
