In our country，with the increase of the usage of Internet，migrant workers become an important part among the groups who use the Internet. According to the research，many distinct characteristics can be seen in rural migrant workers’usage. In terms of using the Internet，there are a lot of positive points，such as the stronger consciousness of network subject，a wider range of Internet use，fully using of Internet leisure，preliminary development of network communication and the mature awareness of network morality. Of course，there are still a lot of problems in network consciousness and behavior of migrant workers in Henan Province. For example，cracks are still standing between migrant workers and network，the consciousness standard of network safety is low，the awareness of network norm is immature，the development of E-learning is not so good and the consciousness of citizens has not formed yet. These problems are caused by multiple factors，therefore，we should put forward relevant countermeasures and suggestions from different angles. as for the country，laws and regulations related to network usage need to be established and perfected. Second，the governments should strengthen the guidance on new generation migrant workers about rational behaviors on the network. Besides，the society should create a nice and harmonious network environment for the migrant workers. Last but not the least，the migrant workers themselves should be active in improving their own consciousness and practical skills about network.Through the cooperation of all social parts，the migrant workers will make better use of network new media to enrich and improve their living quality. Then there will be a push for the orderly development of the network society.
