At present，“less governing，more self-organizing”has become a consensus.In resent years，Henan Province has gradually improved the social self-organizing system，governance modes becoming more diverse and governance mechanism continually completed，and achieved remarkable results，which yet cannot reach the aim to modernize the social self-organizing system. Therefore，rooted in our practice，exploiting the traditional advantages to the full，adopting the successful social self-organizing experiences from foreign countries，and with the government、the market、the society and the people mutually constructed and jointly building，we should innovate the self-organizing mode，compact the self-organizing foundations，strengthen the system security，establish and improve participation system and service system，and make the social self-organizing system modernized in order to reach good governance，which are the development trends of the social self-organizing system construction.
