Both social management system’s innovation and social governance’s improvement need the development of social organization. Recently，development of social organizations in Henan has made great achievements，but there are also some problems. To stimulate the social organizations’development in Henan，there are three problems need to solve：the path of the development of social organization，the optimization of the social organizations’develope environment，and the improvement of social organizations’ability.
