In 2013，China achieved the relevant goals set out in the National Human Rights Action Plan（2012-2015） within the promised timeframe and made substantial progress in the protection of civil and political rights，economical，social and cultural rights，and the rights of special groups. China initiated and participated in international human rights dialogues，accepted the compliance reviews of the United Nations’relevant treaty authorities，and the general periodic reviews of the Human Rights Council. The reform goals and measures for key issues existing in human rights in China were set forth in the Chinese Communist Party（CPC）Central Committee’s Decision on Major Issues Concerning Comprehensively Deepening Reforms（Decision），and the relevant authorities have started the reform progress based on the Decision.
