Amending existing agricultural land management laws and regulations is critical for ensuring that farmer get a fair share of non-agricultural income from land. The ideas of amending the existing agricultural land management regulations should be innovated in the following seven areas：shifting from focusing on state ownership to paying equal attention to the state ownership and rural collective ownership；from focusing on holding the national farmland red line to paying equal attention to protecting the interests of farmers；from focusing on savings from existing agricultural land resources to paying equal attention to intensive agricultural land conservation and achievement in the value of assets，and so on.
