Currently cities are important places responding to global climate change and GHG emission. Many countries have paid more attention to building a low-carbon city and have had many experiences from the progress of low-carbon actions. Based on the deeply analysis on the development experiences and model features in Tokyo,the paper concluded its characteristics about project governance,and provided several recommendations on how to construct low-carbon cities from the angle of cap-and-trade,low-carbon innovative projects,and international cooperation in China. <<
