Since 1990 the governments of Chile have been faced with two major tasks：achieving democratic reconciliation and dealing with the civilian-military relations in the area of human rights.The civilian governments realized high economic growth rates and，at the same time，repaid “social debts” left over from the military government.Chile’s efforts to promote social development have proved that 1） political and social stability is the foundation for social harmony；and 2） economic growth and social justice reinforce each other.
